I would say that surf is needed on Helio (fire typed and ground pokés that wouldn't be as phazed by grass knot). I think that hyper voice isn't as useful, and that dark pulse should be put in front of it. Hyper voice maybe STAB, but there isn't really a need for it. Normal doesn't hit anything...

Actually Doublade can't just shrug off a gar chomp EQ if it is banded 252 Atk Choice Band Garchomp Earthquake vs. 252 HP / 252+ Def Eviolite Doublade: 176-210 (54.6 - 65.2%) -- guaranteed 2HKO It is a 3HKO if scarfed though! But doublade has potential, but bettee choices in a TR set.
