Part of the reason he shrugs them off is because in a sandstorm, Rock-type Special Defense is boosted. Cloud Nine and Air Lock both prevent this boost, from what I understand, and so I think he'd be fairly vulnerable to both.

Just thought I would mention that Earthquake is a NON-contact move (despite being Physical) so it won't trigger Aftermath. It does help against Outrage, though.

My personal favorite choices are Thick Fat (reducing the Ice weakness and giving a bigger Fire resistance, making it a touch more defensive than it already would be) and Cloud Nine (avoiding hail/standstorm damage, negating enemy weather boosts, and continuing to have regular Thunder accuracy...
