I feel like the problem is pp stalling from subprotect suicune, cuz after a calm mind, it doens't take over 50% from anything besides barrascuda close combat and pz thunder. If u go future sight, itll do 50% and u'll have to switch out, letting them cm for free

I think its cuz download gives a boost to all attack types as long as you switch into something physically defensive

Why not run spikes over rocks on ferrothorn? It lets you hit rillaboom harder and stack against other ferrothorns. Stealth rock weak pokemon are using hdb too
