    This only affects RBY forum tours. e.g RBYPL, RBYWC (that's it really from the top of my head actually). Every other tour, even those part of the Circuit such as Summer / Winter Seasonal and RBY Cup are not subject to any of this and use normal Smogon rules (not these ones).
