This sounds like a troll post but I'll respond to it.
Fling was removed for multiple match breaking elements, not just being able to fling Toxic Orb. If that was the case, Toxic Orb itself would've been banned because you can trick it to other people.
FFA is not an "anything goes" metagame...
I mean in all honesty this is very much a metagame where you can build whatever and still have fun. At the top level some mons will of course be unviable or not very good but since ladder has no elo or anything there is a lot of incentive to just play what you want, which I think is very cool.
That's just a case of ladder being ladder. In all honesty, every team should probably either have Mandibuzz or Corviknight because most other defoggers / rapid spinners are just worse at the job or unviable. Unless DLC2 changed that and I didn't notice.
I think if you're going to run a set like this you might just be better off running Sylveon. According to some other people I've talked to in the past it is slightly better due to it's higher HP and is otherwise extremely similar to Florges so there's not much point in using Florges over Sylveon...

I will say that we have been shown to ban RNG items just for being RNG and not because they are good in the past: Quick Claw being banned in National Dex is a good example.
Fake Out is not a very good example of flinching not being a problem because it's guaranteed to happen, can't be spammed...
Spread moves do a quarter of their usual damage so unless you hit extremely hard it's generally not worth it to use them.
FFA also had a Gen 8 Format that wasn't random, surprised you didn't play it.
I don't really understand this? Gen 8 wasn't very random and FFA has nothing to do with OU. It's not an Ubers based tier and you can run non-OU Pokemon if you want, there's plenty that are good in their own right. None of this seems very relevant.
Toxic Orb is intentionally not banned.. It's harder to poison everyone with it, you have to run it in place of a different item and it's possible to lose it for the entire battle. Plus you have to run it on a Pokemon immune Toxic otherwise you're going to end up crippling your own mon. So while...
