From what I've seen so far as soon as I go into a stat-boosting move the opponent switches out into a Ferrothorn/Skarmory/Gliscor and tanks damage before using Roost/Protect and stops my Outrage. I've tried that, but Haxorus is very fragile and if it's slow that's like adding salt to the wound. Scarfed it outspeeds most pokemon but banded it's too slow. Plus there's the threat of enemy dragons when my d-nite is down. I've tried this and cannot take them down.
