For Gliscor/Zapdos, Roost will drop the Ice/Rock weak in return losing the Fight resist. For those two, it is probably manageable. And the Hippo would take less from an Ice Punch than a STAB Close Combat.
Unless you aren't going to give it Hidden Power, HP Ice is better than Ice Punch for...
A BST level doesn't guarantee anything - you can cripple it with its movepool (Flareon) or give it great typing (Forretress at 465).
Maybe ask the people you want to design stats what three options they would like to see in the 545-500 range. They probably have at least one or two BSTs in mind...

You could choose a BST that would be located in the gaps still left open.
Current Ghost BSTs: 680, 525 (Dusknoir), 500 (Gengar), and all the rest except for Sableye/Shedinja are 480-498.
I'd prefer a Gallade balanced to a Kingdra balanced stats. Things with a multiple immunities or a large variety of resistances generally don't get a BST above 520 (Skarmory, Bronzong, Spiritomb, Gengar).
This thing should be able to take out itself relatively easily regardless just to ensure...
Pain Split works because most Ghosts have a low HP stat. Drifblim doesn't have it because of its huge HP. That is also an example that Nintendo will accept a high HP Ghost.
Balanced, like an altered distribution of Poliwrath.
Ghost/Fighting - It will probably end up human shaped in some way. Just make Master Hand from Smash Bros with a face somewhere on it. At least that would be amusing looking (and copyright infringing)

The best Pinsir scout I found so far is a Def oriented Gastrodon. It can be EVed to prevent a 2HKO from the CB/LO versions. Recover off the damage to stall, Counter, or switch to a resist. For the SD version, you don't have much flexibility, except it you want to try Counter after one SD.
Instead of just discussing one method at a time, it may be better to try to look at everything at once.

It is technically not "the OU Pokemon are used by 75% of people" - it is the most popular pokemon that fill 75% of the slots. I was trying to figure out probabilities (as in, OU pokemon would appear 1 in x number of matches), but I gave up for today after the probabilities I used didn't sum to...
The 763551 is the sum I calculated as well. And 158518 for the leads. The 80k sum is smaller than the sum of the top 6 pokemon appearances on the list.
Also, since each lead team should have 5 other pokes, the appearances total about 80% of the maximum. So there is a fraction of the unknown...
