To be fair, as long as sand is up and every two turns, Hippo more than decimates most rain pokemon. Kabutops and lefties are some of the few exceptions. The problem lies within our use of the word decimation. That being said, Hippo is really bad against Rain.

Yeah, well... base 36 movespeed. With a +spd Nature it reaches 188 Movespeed. Not that impressive, even for UU.
