I vote no, purely because while Mega Gengar is powerful, it's not unstoppable. Pursuit users and priority users, namely Scizor, Kangaskhan, and Aegislash, can take it out pretty easily with a little prediction. Because Shadow Tag doesn't activate until the first full turn after Mega Evolution...
