This seems likely due to the parallel with Sacred Sword but I don't see how Raging Bolt/Jurassic Entei would get Hydro Steam. What this leaves me at logically is P-Entei ending up with Hydro Steam (Fire) which to me seems pretty absurd from a base power standpoint.
