There is a guy in Kiloude City's pokecenter who gives you the best stats of your pokemon (and then he says something like "these stats can't be beat, that's for sure" meaning it's at 31). http://bulbapedia.bulbagarden.net/wiki/Stats_judge It's pretty similar to last gen.
