I was asking if I can or can't use legendaries with 31 IVs from PKHEX since stated in the rules "there are certain combinations of natures/genders/abilities/etc. and IVs that can never be generated in-game on wild Pokémon" unless you use the rng manip to get the legendaries with great Ivs...
