I disagree with the garchomp rise and dragapult rise. Dragapult is nowhere close to S. Comparing it when landorous-therian is ridiculous. The only thing which is close to being compared with it is heatran and I feel it deserves a rise (Not going to talk about it). Garchomp is worth taking note...
The shortcomings you mentioned are the reason for skarmory to be ranked B. Every single special attacker can break through it and most special attackers can switch in for free. If skarmory had u-turn like corviknight it could pivot your pokemon in according to the opponent's choice. But sadly...

Spikes specially defensive ferrothorn over slowking is a good option. Spikes give you support to break through stall a bit more easily while ferro can use the rain to its advantage (halving fire type moves). I made a remarkably similar rain which had great success as well.
