Sry then :( Mine are all calm and don't have Heal Bell. Is that even possible? I thought Chinchou could only learn that via Move Tutor in earlier gens. And does the Ability matter? I assumed you were gonna breed new ones with it anyway. I can also offer you a Noibat: Female; Timid; 31 x 31 31...

I never used it in battle but the moves description doesn't say anything about a certain amount of turns. I assume it just raises the stats like any other stat raising move and does not work like weather or lightscreen/reflect/safeguard.

It may not be a move considerable in competitive matches but i like it as a gimmick. Unfortunately it can't be bred to either Plusle or Minun, which i like to use casually.
