I would like to just point out that if we ban Torchic we will have banned all 3 of the tier's Speed Boost users, and that probably only 1 of them is broken without it (Yanma is crazy)... seems like a pretty exceptional element to me!!

main counterpoints: Much of the OU thread in Policy Review has arguments that would mirror ours, including that Tera Blast is not suspectable under the current framework because it is not close to banworthy on all (or even most) of the Pokemon that can use it. This is the best objective...

this is really interesting because there was recently an update to the Smogon Tiering Policy Framework that clarifies how to identify non-Pokemon elements that are ban worthy: so let's think about Speed Boost in this framework! Is Speed Boost inherently broken in Little Cup? I think the answer...
