Why not just move up all the Pokémon that overcentralise NU into UU (after some testing first)? I don't see any problem with that. If they are too good for Never Used and they still aren't standard, then isn't UNDERused a good place for them...?

I'd recommend going for Froslass instead of Rotom-H, so you can have a Pokémon to still block Rapid Spin, but also respond to troublesome Pokémon who are setting up on you (particularly useful with a Scarf), and also finish weakened things, something which stall teams have unforeseen difficulty...
