Have you thought of using Grass Knot on Empoleon? It can help you take out things like Suicune and Blissey that otherwise wall it.

I would go with the Hippo. The Sandstorm damage will definitely help out, it can also set up rocks, and its overall sturdy-ness goes along with your stall strategy.
