5th Gen PRNG Help / Info - Latest: RNG Reporter 9.96.5, PPRNG 1.15.0

Can anyone please explain the steps in detail on the RNG Shiny Wondercard guide: http://www.smogon.com/ingame/rng/bw_rng_part6#finds I think it's just me that's stupid but I only understand step 1 and 2.
