    I saw that Swagger got banned from OU. One of the reasons was that it was uncompetitive to reduce every turn to a coin flip in a metagame with passive damage everywhere. Wouldn't Confuse Ray achieve the same effect, or is the lower passive damage inflicted form being confused without a +2 Attack...
