Note that just because you're using a Sandstorm team it doesn't mean that EVERY SINGLE POKÉMON has to be immune to Sandstorm. If you follow that rule you can use a heavily defensive Clefable (MAGIC GUARD), though it still adds a Fighting weak, it's better than nothing.

Gengar doesn't really resist Heracros (EQ). Thunderbolt on TTar might be useful against Suicune or something. Ice Beam can be also used against Dragonite (lol), the almighty Gligar or to hit Grass-Types with sure accuracy. Surf can be used against Rhydon or even Steelix, but it doesn't have any...
