Hmm now I am getting "The group or resource is not in the correct state to perform the requested operation" when I try to start the hotspot Edit restarted computer and the error above is gone. retrying the rest now.

Im also having trouble i followed everything but the box above the start scanning button is still empty. i deleted the packet.dll thing and ran the command but it didnt change the box:( any help?
