Why are abilities arranged like this now? I thought it might be alphabetical, but frisk is before insomnia in the alphabet.

Maybe it could be coded so that levitate makes the user immune to its Tera type (instead of ground type attacks) and other "ground" mechanics like entry hazards and terrain, and these immunities still get nullified by grounding.

According to the ladder usage stats ( smogon.com/stats/ ), the most common EV spreads use 0, 16, and 156 speed EVs, so using 20 EVs should let you outspeed most of them. The stats update at the beginning of every month, so you might want to check every month in case the metagame changes.
