This design strikes me as being similar to DLC side legendaries like Calyrex, Urshifu, and Terapagos, personally. While none certainly functions, given that all three examples have either a prevo (Urshifu) or powered-down form (base Calyrex and Terapagos) I think that one prevo may be in order.
