not if you focus hard enough ;) and most other variations of focus blast get boosted acc. in a certain weather and it seemed to fit most in sandstorm. just a personal opinion though!

In STABmons I like that Braviary can be a good shell-speed sweeper that can outspeed diggersby (80 vs 78 speed) and it hits close to as hard too. but if you were to use a different mon, Cloyster w/ a smash skill link set w/ water Shuriken?
