If my Pokemon enters a battle holding no item, and uses Acrobatics, is the move power 55 or 110? Explanation: The move reminds me of the ability Unburden, in which an item needs to be LOST before any boost takes effect.

Is Magneton considered OU?

I read the tier list, and I hope this doesn't count as tier discussion... would you consider Magneton OU? Magnezone is, but I want Magneton for it's better speed.
