I'm currently RNGing Thudnurus at the lady's house. Should I be RNGing at the E4? And is there any way to RNG thundurus's nature at the lady's house?

One of my friends is starting to RNG in HG/SS, but he doesn't have the Togepi that was hatched to give to Elm because he traded it away. Is there any way to fix this? Can he breed a Togepi and give it to him?

Just want to make sure before I start RNGing. When RNGing for Wondercard IVs in HG/SS is it the same as DPPT? Are all the frames the same?
