Spiritomb is actually a really poor counter for exactly the reason you said: he can't switch in and survive two Draco Meteors, thus requiring GODLY prediction skills. I'd actually suggest HP Ice Bronzong over Spiritomb any day if you're looking for alternative Blissey replacements to counter...

Blissey's use is more likely laziness on the RMT creators parts if they decided not to run specific damage calculations to figure out defensive EVs required to survive certain attacks with Lugia and Giratina; she's simply the most convenient special wall in existence, so why not use her?
The reason why Lickilicky fails as a physical AND special wall isn't because of it's stats, but because of it's horrible resistances, immunities, and weaknesses.
On the predominantly physical side, his Fighting weakness is crippling (hello Close Combat), and he lacks key resists/immunities...

Actually, it doesn't. I don't know if this is just a personal preference of mine, but when I make ANY CS set, I like to hit 384 speed with whatever pokemon I'm slapping the CS on to outrun Jolly, max speed Weavile. It's a nice speed to hit and guarentees you'll outspeed a lot of your intended...
I'm actually not a huge fan of your Choice Scarf set. 261 is hardly enough to outrun almost anything particularly useful in the current metagame, so all you're doing is eliminating potential leftovers recovery, the freedom to switch moves when you need it, and otherwise making Lickilicky dead...
