    Small nitpick: Band Victini 2HKOs Heatran, so it is definitely not a good switchin. There are also sets like Special Lure (with Focus Blast) and SubPuP who win against Heatran.

    But yeah, for the scarf set Heatran is annoying to deal with, but I think the banded set is the best set and is the set that pushes it to B+

    I did agree on B+, but I was a bit edgy talking about A- For Victini. I really tried to come up with something common that counters Victini (Other than Choice Scarf Lando T), but I wasn't sussesful. Lol :P

    Yeah A- seems too high for me too. But because of the difficulty to play around Victini I can see why people nominate it for this spot.
    Banded Victini nearly has any counters, Bolt Strike + V-Create + U-Turn can easily smack through any walls not called Quagsire. Pokemon like Mega Altaria can stay healthy with Roost, but U-Turn + hazards really hurt them. Landorus-T is KOd by V-Create after Stealth Rocks because that is how strong the move is. You can like deal with it with offensive pressure, but if it comes in on something slow like Ferrothorn, something has to take a V-Create and if you do not resist it it is going to hurt.
