    I personally don't think Agirudaa has much of an edge over Froslass - just pointing out that Froslass was no longer unique in terms of being the fastest spiker. you know what, surprisingly enough, this could work on the hail stall set in conjunction with thunder wave btw 0/10

    No, and no. Gen. 1's chance to crit is based on the user's base speed stat. The formula for the crit rate in Gen. 1 is CH% rate = (User's base Speed) × 100 ÷ 512 In Gen. 2, the crit rates were determined the same way they are now.
