Hey! Just wanted to check in on ya since you were one of the posters in the new Mentorship Introduction Thread! How's Smogon? Anything you need help with?

Tiers are decided by usage, viability lists not. This means that even though Politoed is not OU by usage, it's still a pretty good Pokemon to use in OU. In general, you don't need to care about what's OU and what's not, all you need in order to learn what is good and what isn't is the viability list.
