I wouldn't rely on Tentacruel to bring down Gyara. With your EV spread HP Electric would only 2HKO a Gyara with no investment in HP whatsoever, and Earthquake will rip a rather large hole into Tentacruel in return.

A lot of pokemon who carry Earthquake for STAB or coverage (Tyranitar, Mamoswine, DDMence, Gyarados, Swampert etc.) usually also carry a Rock/Ice move to hit Flying types who avoid Earthquake, like Togekiss. Rock/Ground covers a lot of types pretty well.
