So I'm participating in the Regional tournament (Masters) at Pleasanton this year and this is my first time playing VGCs. I am by no means an inexperienced or new player, being consistently 1350+ on the Wifi OU ladder on the PO server, but I certainly am lacking in experience in the VGC area...

As rare as they are, Choice Scarf Latios can stop Cloyster without max speed investment. Also, it should be mentioned that Magnezone and Politoed make good partners, as Magnezone can help to trap Steel-types that wall Cloyster while Politoed can boost Cloyster's Water-type STAB.
