Jirachi can Thunder hax or Body Slam hax you. Bronzong kills you with Gyro Ball anyway. Metagross is obviously going to kill Deoxys. Spiritomb usually just Sucker Punches or Pursuits you. But yes, Cress hates Taunt. Well those are the usual counters.

I don't think the ability changes upon evolution. I didn't talk about Flareon since everyone talked about him about 5 times.

Leafeon has a nice movepool, decent stats, Earthquake resistance, and not to mention, Whishcash and Quagsire scarer. Even funner, less SR weak than Scyther. I'll run some damage calculations with some common UUs sometime.

BP teams are often hard to pull off when your opponent has good Taunters. Sometimes, it's just because the switches are just too predictable. In addition to that, physical baton passers get totally stopped by Weezing.

For me it's mostly about the magical speed number. But yes, you need to have around 3-4 IVs from the max for it to be actually useful. IVs can make a difference when your skill levels are equal and it all goes down to pure numbers. So I guess it's important. But it's all about opinion.
