I think that showing tera in team preview or limiting the tera types you can change to(I.E. Banning steel or fairy or another very strong type) would be the best option. Fully banning tera this early into the game would just be unfair, but a slight bit of restrictive action should be taken...

So where would one go to do a petition to create a meta/ladder?
