This justs pulls a sort of M-Lopunny as a really fast pivot, all while also having the constant threat of spreading bad poisoning with Toxic Chain, or it can go with either Technician or Skill Link for more firepower.
I do not think the meta is slow personally or in need of speed control, we have a lot of priority, we have fast asf mons in the 130's and 120's which doesnt seem like the tier needs more. I think this tier needs more in the 80-100 range and more like bulk. I feel giving more defensive options is more ideal and these can be mons like samu-h, enamorus, kyurem, etc

The swell of Pokemon in the above 110 range is why Speed Control that isn't very fast natural speed is desired, which is what I specificed in the post. Pokémon in the 80 to 100 range is the best speed tiers for new Scarf users

Justification: Grass/Dark is not a great defensive typing, but Zarude shares it with the excellent Pokemon Meowscarada, and a handful of other interesting characters. Having a higher Attack but lower Speed than the cat makes it an excellent Scarfer for offensive Protean sets. However, the moves and abilities it gets access to gives it a lot of versatility. It has enough bulk and access to Bulk Up to potentially run a bulky Tablets of Ruin set. It could be bold and go for Wind Rider sets and boost its and its teammates' Speed with Tailwind. It can cause havoc with moves like Spiky Shield, Leech Seed, Spikes/Toxic Spikes, or Ruination. It can even set itself up to be powerful with Swords Dance sets. This Pokemon has a lot of options, but will be limited by its poor defensive typing.

Justification: Another Fairy type, and in general an upgrade on base Azumarill. The increase of its bulk makes it safer to run Belly Drum sets, and the increase to its Attack makes either its Banded or Belly Drum sets more potent. Also, if you really want to, 65 Speed means that Scarf sets would outspeed Pokemon up to ~120 Speed (252 EVs, no nature).

Justification: We haven't had a Fire type subbed in a bit, so let's change that. Houndoom is a mediocre Pokemon, but its Mega gives it the stats of a psuedo-legendary. If you can find a way to set up the sun for it, 140 Special Attack and Solar Power will hit like a truck. It also has access to STAB Sucker Punch, which even uninvested can do a chunk of damage against faster foes.
Edit: Also, just because I can, here are all the Pokemon in descending order of Speed (not Speed tiers, I have not calculated the actual stats these become... and I do not want to).
