Game Over! All powers have voted "Yes" to concede the game to Russia.

After Italy's refusal to cooperate in 1907, the writing was pretty much on the wall. For completion's sake, I drafted up some orders with UncleSam to properly end this game. The way that I interpreted this concession from a rules standpoint was just to have all powers except Russia NMR for 1908. (All units hold in place, any dislodged units immediately disband) So, here's Russia's victory lap!
