Despite its relatively low base SpAtk of 95, Deoxys-S can artificially boost its power to incredible levels with Life Orb, Nasty Plot, high-power moves, and the ability to comfortably run a Modest nature due to its unparalleled Speed stat. Even a small investment in HP helps to make it deceptively hard to OHKO, giving it the opportunity to set up or even just fire off massive 140BP Psycho Boosts. Focus Blast tears through Dark- and Steel-types attempting to take Deoxys-S on, with Tera Fighting not only boosting this but also flipping Deoxys-S' weakness to Dark-type attacks. In turn, Shadow Ball deals with Psychic-types that otherwise resist Deoxys-S' attacks, along with threatening Ghost-types that may otherwise attempt to force Deoxys-S to drop its own Special Attack. It is incredibly hard to switch into even an uninvested STAB Knock Off from Hoopa-U's monstrous base 160 Attack, made even harder by the threat of an invested, +SpAtk nature Psychic Noise that targets Fighting-types who may attempt to come in on a Knock Off. This also has the debilitating side effect of removing the ability to recover from potential walls, a sentiment not shared by Hoopa-U with its access to Drain Punch for coverage. Not only can this deal massive damage to Dark- and Steel-types, it also provides recovery that synergises with its choice of item and EV spread; max HP and heavy Defense investment helps to patch up its physical frailty, while an Assault Vest takes advantage of its massive base 130 SpDef to make it easily the scariest special wall in the tier. Tera Fairy enhances this bulk further by flipping its 4x Bug-type weakness into a resistance, also giving it a generally strong defensive profile to make Hoopa-U incredibly difficult to OHKO. Hoopa-U can then choose to fill out its final moveslot with Thunderbolt as an option to deal massive damage to Flying- and Water-types, or opt for Gunk Shot to better handle Fairy- and Grass-types. Is there anything in the tier that can confine this mythical beast?

Thanks to its typing, Muk can shrug off most of Hoopa's moves. The only way Hoopa can deal "meaningful" damage is with Thunderbolt, which does 22% at most. Max physical defense helps dissuade Drain Punch, which isn't doing much anyways. Meanwhile, Muk can deal respectable damage with Poison Jab (they'll never tera into Fairy).

Ting-Lu is a check. It doesn't like having its Leftovers knocked off, and Gunk Shot's poison chance can be annoying, too, but outside of that, Hoopa doesn't do all that much to Ting-Lu -- even Drain Punch is only a 4HKO, and if you've Terastallized, Psychic Noise isn't even a guaranteed 2HKO after Spikes damage. Ting-Lu doesn't do much in return, but it can set up hazards, and the damage from Ruination and Earthquake does add up eventually.
