What type of bug are you reporting? Validator

What is the bug?
Multiple species can be caught in DPPt below their normal evolution level due to the Dongle Method (https://bulbapedia.bulbagarden.net/wiki/Dual-slot_mode#Dongle_method). This is a similar situation to catching an underleveled Salamence in Sun/Moon.

I discovered this after seeing lv. 4 Staravia used in a Japanese off-line tournament (
), trying to rebuild the team on Showdown, and getting rejected at Validator. I then checked Bulbapedia for every evolved Pokémon that can be caught via Dongle method and found there are 5 species that can be caught underleveled.

Species (Level of Evolution -> Lowest Level Found in Wild)
  • Staravia (16->4)
  • Bibarel (15->4)
  • Haunter (25->16)
  • Gengar (25->16)
  • Arbok (22->20)

Are you able to replicate it? If so, how?
Go onto and select any normal format in Generation IV or later. Select any of the Pokémon above (e.g. lv. 4 Staravia) and click "Validate". It will say lv. 4 Staravia is illegal because it evolves at lv. 14.
