Why is there a coin flip for two people that didn't try to schedule, wouldn't it be more efficient to disqualify both?

If we disqualify both there would be someone with no opponent (a bye), we put a lot of bye round 1 to have the right number of player, it would be counter productive.

if you disqualify 2 people at once one person in the next round will get an bye for no reason + not sheduling once doesnt guarante that they wont shedual for the rest of the tour even if it makes future non shedulings more liekly
