Role: Bulkier Rain abuser. With its new ability, it can output a large amount of damage under rain. It has a few entry points, namely Metagross Meteor Mash, Kyogre, and Ho-Oh. Under Rain, it can threaten 2HKOes on all of Latios, Metagross, and even Snorlax if you opt for Hydro Pump. It can even almost push a 2HKO on Blissey with Hydro Pump if you have Spikes or some amount of prior chip. Its new addition of Heal Bell allows it to function as a cleric for offense as well.
Checks and Counters: Its relatively low Sp.Atk stat makes it essentially helpless outside of Rain. Ice Beam does a lousy 39% on average to 252/196+ Sp.Def Groudon, and setting up the Sun removes essentially all of its damage output vs the aforementioned targets. Defensively, it struggles heavily to take Physical attacks and will very likely be unable to get a solid footing vs HO structures. Against bulkier structures, it still fails to 2HKO Max HP Latias and its damage output is entirely dependent on you winning the weather war. The brand new Abomasnow is also essentially another hard wall for it, barring HP Fire, which is a really hard move to fit. Not running Volt Absorb also removes traditionally one of its larger entry points in Latios, and instead turns the matchup into a pretty big weakness for it.

Role: Relatively fast mixed attacker that utilizes Hydration to have more staying power vs bulkier teams. Can also feasibly use a Choice Band, and the new move allows it to be a sidegrade for Tauros/Dodrio, as it trades their damage for a better typing and Speed.
Checks and Counters: Its damage output is fairly lacking without any kind of way to boost its damage besides pinch berries or Choice Band. It’s also quite frail, and its lackluster defenses leave it very susceptible to both revenging and your opponent just staying in and attacking. Its new move is obviously strong, but it needs significant chip to be a true threat with it.

Role: rain and token abuser. added psychic type allows it to resist lati@s/mewtwo better. big splash can break through cm/blissey/snorlax and also makes use of tokens to further boost its spa.
Checks and Counters: being a slow rain abuser it can easily get offensively pressured by the likes of meow, pult, etc. also still doesnt like tbolt and can have weather reset so it doesnt benefit anymore

Time for vetoes! There weren't any real hard vetoes, just changes this time.
Name: absorb bulb
Effect: gives the Pokemon holding it a 25% heal when hit with a water move and raises special attack by 1 stage. One time use. Shows a Pokemon is holding it like air balloon.
Reason: gives an interesting option for things that want to switch into Kyogre, or a nice item for HO to have a one time switch into Kyogre and other water moves.
Fling power: 30bp
Name: Volt Antenna
Type: Held Item
Effect: Electric-type attacking moves do not affect this Pokemon.

Name: Water Funnel
Type: Held Item
Effect: Water-type attacking moves do not affect this Pokemon.
Lumping these together. An outright immunity (even when 1 time use) to 2 of the strongest and most common attacks in the tier is a pretty giant swing to the turn of the game. Halving damage (i.e weakness berries) would be a more balanced change and give yourself a real reason to run these as alternatives over Leftovers. They'd make the most sense on Hyper Offense, where you don't really need the recovery of Lefties that much, and that playstyle is kinda empty on items in this generation. Tldr; damage mitigation is fine, damage removal is not.

This might be a little broken! I'm genuinely unsure. To be on the safe side, I'd say do a few things: Reduce its special bulk a bit (90 HP, 115 Sp.Def should be good), remove Mirror Coat and Hypnosis (both can create kinda stupid coinflip situations), and reduce the power of the move a little bit. I'm a little scared it will just win every CM War, but I feel like with the tools we have it should be kept in check? As an aside, the Psychic type doesn't actually help it defensively and only actually hurts it, but for the purposes of this thing I think making it weak to Deo-A Shadow Ball is actually a very positive change LOL

Description
: Pokemon that resist water type attacks take an additional 50% reduced damage from water type attacks (1/2 resists become 1/4 resists)
Role: Something like Kyogre or a dragon or lanturn or something can use this to check opposing kyogre and all the new scary rain attackers in the tier that just got subbed (gulp)
