Smogon Champions League V - Week 1

What's the difference between being online on PS and on Discord ? Does being online on PS rather than on Discord necessarily mean that you will play the game sooner ?
I have no info on if Sabella was responsive on discord before XX:30, but if it was the case, I would find it kinda strange to not consider that player to be online.

Either way, I think it would be nice to put it directly like that in the rules, so that a newcomer would understand it more clearly

The 30 minute window is the timeframe for the game to start before a player is able to call activity; even if their opponent is responsive on Discord before the 30 minute mark, if they're not on PS! they're not in a position to play the game.
