Introduction
As you may know, there are pokemon that are banned from a tier they are in. Pokemon banned from OU are in Ubers. Pokemon that are banned from ZU to UU are BL meaning that they're to good for that tier but not used enough to be in the higher tier so for example, Ursuluna is in UUBL which I'm focusing on. Similarly, Pokemon that were in OU but aren't to good are OU by technicality, they were used in the generations life span even though they aren't good or Mega's whose base from is in OU even if they themselves aren't good or dutrio who got it's ability banned but can't be in UU because the generation is over .
The Problem ?
They will not be in any format they're good in. If they are "technically in OU" but aren't good, why would you use them when it says, they are only "technically" in OU. Same for UUBL, why would you use a pokemon that's in a Limbo of being too good in the tier below but not good enough for the tier your playing so you again, wouldn't use them. Most people aren't going to use the UUBL and OUBT pokemon.
Solution ?
A new format for those pokemon. OUBT pokemon are not in Gen 8 and 9 because of tier shifts but UUBL pokemon still exist. So, a format where they are aloud but actual OU pokemon aren't can make them actually good in some form like Pokemon in the lower tiers that wouldn't be good in OU or UU but something like RU or NU
