[SET]
Pelipper @ Heavy-Duty Boots
Name: Rain Setter (Water)
Ability: Drizzle
EVs: 248 HP / 252 Def / 8 SpA
Bold Nature
- Hurricane
- U-turn
- Knock Off
- Roost
[SET COMMENTS]
Pelipper provides vital utility for Water teams due to its secondary Flying typing and decent natural bulk along with its ability, Drizzle, enabling rain strategies. Hurricane blows away problematic Fighting- and Grass-type threats such as Okidogi, Ogerpon-W, and Sinistcha. U-turn allows it to safely pivot in teammates like Barraskewda and Urshifu-R while pivoting out against threats like Tornadus-T. Finally, Knock Off removes items from checks to Pelipper and its teammates like Hisuian Goodra's Leftovers and Toxapex's Rocky Helmet.
Teammates like Barraskewda and Kingdra make for excellent partners for Pelipper, as they benefit heavily from rain enabling Swift Swim, which allows them to outspeed and handle threats such as Corviknight, the Ogerpon formes, and Kyurem. Barraskewda can also naturally outspeed and handle foes like Flutter Mane and Iron Valiant for Pelipper. Swampert helps Pelipper out by handling special threats and Electric-types like Flutter Mane, Greninja, Sandy Shocks, and Regieleki. Swampert can also provide Stealth Rock to wear down foes such as Skarmory and Lokix along with using Flip Turn to safely bring Pelipper in to enable rain. Toxapex can assist in handling powerful Grass- and Fighting-types Pelipper cannot handle like Brambleghast and, if Toxapex is running Rocky Helmet, Sneasler, as well as Fairy-types like Enamorus; it can also spread poiso with Toxic to wear down foes such as Iron Hands and opposing weather setters such as Hippowdon. In return, it enjoys Pelipper being able to come in on Ground-types like Great Tusk and Excadrill, which otherwise easily handle Toxapex. Hisuian Samurott can threaten Ghost- and Psychic-types like Gholdengo and Hoopa-U with Ceaseless Edge along with using Sucker Punch to pick off faster targets like Dragapult and Spectrier. Choice Specs Greninja can check problematic Fairy- and Grass-types like Iron Valiant and the Ogerpon formes with Sludge Wave while using Extrasensory to deal with Poison- and Fighting-types like Clodsire, Toxapex, and Iron Hands. Choice Scarf Urshifu-R enjoys the safe entry granted by Pelipper, and in return, it can handle Dark- and Steel-type threats such as Ting-Lu, Choice Specs Greninja, and Hisuian Goodra.

Surf can be used over one of Pelipper's utility options, providing it with a better offensive output and the ability to break Steel-types like Gholdengo. This does, however, force Pelipper to drop either Knock Off or U-turn, and most of the time, Pelipper would prefer its teammates to handle these threats instead.
