What is the bug?
In Gen 3, Sunflora does not benefit from sunny day. It's ability, Chlorophyll, does not work and he does not gain any speed. Furthermore, his solar beam is still charging, even when there is sunny weather. This move should be instant and not require charging when there is sunny day active.

Second time this has happened with this pokemon in gen 3 random battle. Both the Chlorophyll and the Solar Beam are bugged.
