Notes on Clear Amulet Hisuian Arcanine
- With great Attack and decent Speed, good utility in Intimidate, and unique Fire/Rock typing, Hisuian Arcanine can be a solid offensive pick for teams, threatening metagame staples such as Rillaboom, Gholdengo, Incineroar, and Dragonite.
I wouldn't just say it's "unique Fire/Rock typing" as that implies it likely has both good offensive and defensive qualities when it really doesn't. Instead, I would like you to focus specifically on the fact that it has a good offensive typing in this format, as it doesn't really resist much at all that other Pokemon don't do better.

Extreme Speed also goes before most forms of priority like Grassy Glide and Sucker Punch, allowing it to finish off Rillaboom and Kingambit.
Good to mention that Extreme Speed also goes before redirection options if Harcanine happens to be faster than said redirector, as both Extreme Speed and Redirection have +2 priority.

- Clear Amulet prevents Attack drops from Intimidate and Parting Shot, as well as Icy Wind Speed drops from Alolan Ninetales.
Feels kind of silly that you mention A9 directly but don't directly mention examples of Intimidate or Parting Shot users.

- Tera Water grants Hisuian Arcanine Water- and Steel-type resistances against Pelipper, Basculegion-M, and Gholdengo, as well as neutrality to Fighting- and Ground- type attacks like Close Combat, Drain Punch, Earth Power, and Headlong Rush. Tera Water does grant new weaknesses to Grass-type attacks from Rillaboom and Hisuian Lilligant, and Electro Shot from Archaludon.
Neutralities to moves from what Pokemon? Also I would probably leave Grass-types at Rillaboom since Hisuian Lilligant isn't really too popular in Regulation H.

- Tera Ghost grants a immunity to Hisuian Arcanine's previous weakness to Fighting-type Attacks from Sneasler, Annilhilape, and Kommo-o, as well as a Fake Out immunity from the likes of Incineroar, Rillaboom, and Sneasler. Tera Ghost does make Hisuian Arcanine weak to Gholdengo's Shadow Ball and Annihilape's Rage Fist, as well as Dark-type attacks like Knock Off or Kowtow Cleave from Incineroar and Kingambit. Incineroar's Knock Off also removes Hisuian Arcanine's Clear Amulet, no longer having a favourable matchup against Incineroar.
Again, Kommo-O really doesn't exist in this format. Mentioning Sneasler and Annihilape will be enough considering they are the prime Fighting-types in the format. I think it would also be important to mention Throat Chop from Sneasler being an issue for Tera Dark sets as Sneasler is a Pokemon that Tera Ghost technically would for going against Sneasler. Even if your Clear Amulet is removed it is still a positive matchup. Even then, I do want you to mention that but probably in the section on Clear Amulet.

- Hisuian Arcanine has an advantage over Incineroar, another option for a Fire-type with Intimidate, for having a much larger offensive presence, able to actually threaten an OHKO on Pokemon like Volcarona, and having access to better priority via Extreme Speed.
- Exploitable typing and subpar bulk means Hisuian Arcanine isn't able to switch around often to take advantage of Intimidate. It also can't damage the most of the Water-, Ground-, and Fighting-types that roam the metagame, while also having undesirable speed ties against Annihilape and Flamigo.
I wouldn't necessarily say "better priority" as Fake Out isn't something I would consider to be traditional priority like Extreme Speed or Bullet Punch. Would probably just say "while having access to strong priority" instead. I do want you to further explore the notes on Harcanine's poor typing as well, mentioning specific examples like Sneasler, Archaludon, Basculegion, etc.

Notes on Mirror Herb Arcanine
- Mirror Herb can take advantage of boosts from Kingambit and Annihilape and can threaten both for massive damage, as well as other set up sweepers like Sneasler, Volcarona, and Dragonite.
What boosts in particular and how do they obtain these boosts?

- Tera Fairy can be used to resist Dark- and Fighting-type moves, which can be helpful against Kingambit's Sucker Punch and Sneasler's Close Combat. Tera Fairy Hisuian Arcanine needs to be wary of Gholdengo's Make It Rain if Gholdengo can gain the speed advantage.
Also needs to be wary of Sneasler's Dire Claw. I also do want to see an immunity to Dragonite's Scale Shot be mentioned here, as well as dropping the Ground weakness as that tends to be a common type.

- Unlike Clear Amulet, Mirror Herb Hisuian Arcanine can be more flexible and act more recklessly with less worry of Defiant or set up moves, while also having a way to damage Ursaluna-B and Archaludon which would otherwise wall Hisuian Arcanine if it used Extreme Speed instead.
I would mention both Ursaluna formes here instead of just Ursaluna-B. Also I wouldn't use the term wall, as Flare Blitz still does good damage, I would probably just say potential +1 from Mirror Herb and Close Combat make it easier.

It seems here you are missing a bullet for Mirror Herb itself, and with that you can probably mention some calcs as well.

Notes on Teambuilding:
- Dragonite and Sneasler are incredible partners for Hisuian Arcanine, especially Clear Amulet sets, with Dragonite supporting it with Tailwind while having key resistances to Grass-, Water-, and Fighting-type attacks and an immunity to Ground-type attacks, while Sneasler provides Coaching boosts for Hisuian Arcanine, which can become incredibly problematic for teams to handle after one or two Coaching boosts.
I do want some expansion here, specifically on Sneasler. Mention how Sneasler can remove threats like Archaludon and Rillaboom with ease.

- Alolan Ninetales is also a good partner for Hisuian Arcanine, providing speed control via Icy Wind and removing the Ursaluna formes with Blizzard, and in return Hisuian Arcanine can threaten huge damage to Alolan Ninetales's checks such as Incineroar, Gholdengo, and Kingambit.
If you want, you can mention veil but only if you are willing to find a calc that supports the usage of veil

- Rillaboom also has good synergy with Hisuian Arcanine, able to super-effectively hit the Water- and Ground-types that give Hisuian Arcanine a hard time with Wood Hammer, Grassy Glide, and Drum Beating. Rillaboom also packs Fake Out support, and potentially U-turn to help get Hisuian Arcanine onto the field and activate Intimidate. Intimidate can also help Rillaboom stick around a lot longer throughout the game, allowing it to live Ursaluna's Guts boosted Facade and Baxcalibur's 5 hit Icicle Spear.
Drum Beating Rillaboom is entirely irrelevant. I would also talk about its matchup into Dondozo, which is definitely a Pokemon that Arcanine struggles with (talk about how Wood Hammer + Flare Blitz creates a pin into Dondozo, scaring it from using Tera but forcing it to Tera at the same time).

- Nasty Plot Gholdengo can be a solid pick to pair with Mirror Herb sets, as it appreciates Hisuian Arcanine's ability to remove its common checks, Kingambit, Volcarona, and opposing Gholdengo, which threaten with winning the speed tie and dealing massive damage with Shadow Ball.
Since you are specifically calling out Mirror Herb sets, talk more about the Ursaluna formes instead of Volcarona and Gholdengo, as Clear Amulet can win against those too.

Notes on Strategy Comments
Mirror Herb Hisuian Arcanine is incredibly useful for teams that have a hard time handling teams that use Kingambit and set up sweepers like Unburden Sneasler and Annihilape as their winning pieces.
Sneasler doesn't belong as a mention IMO, you still get bodied unless you Tera

Idk why you keep on trying to single out Blursa when base ursa is also an issue, yes even through Intimidate. I also wouldn't say "sponge ANY attacks" but rather "many" instead of "any" since cc is still chunking it.
