Steelix #5 certainly feels quite provocative, especially since, nuances in how they function aside, it tends to compete against (not to mention, lose to) Golem for the same normal-resist teamslot.
I do agree with the fact that Steelix is capable of running away with a game. But it can also sit there and do nothing. In that capacity, it's a bit of what I'd call a "diva" mon, in that it demands offensive support without providing much of its own to the rest of the team. Similar to RestTalk Vap (the ultimate diva), it's kinda feast-or-famine, and I get the feeling that the "famine" half is being neglected a bit in this ranking.
