re: Format and Managers
As mentioned in the signup OP, the format was always going to depend on the number of signups per team. Now that we've a clearer idea of the number of teams and signups for each of them, we've decided to move to 4 SV slots and to mirror the World Cup of Pokémon style of pools. This means that the new format is:

All SV players will be put into the same player pool when deciding pools - there is no difference between SV slot 1, 2, 3 or 4. Given the increase in slots, we'll also be changing the minimum number of players per team to 13 and the maximum to 15. Similarly to WCOP, we will have 3 weeks of pools, with each player being required to play at least 1 of their 3 games by the end of week 2 or run the risk of their team being penalised. Exceptions may exist on a case by case basis, managers can speak to the hosts if needed.

We've also finalised the teams and managers - if teams would like to change their managers or assign a co-manager, shoot a message to myself, Ticken, or Taka. All managers are required to be in the Ubers Discord so that they can easily be contacted by hosts or other managers. The teams and managers for this Ubers World Cup are:
Rosters will be due in the Rosters thread by <t:1767546000:f>. Grandfathering will remain in place for teams returning from UWC III, any players who played for a team in UWC may play for that team again, even if they do not meet the requirements any more. For this case, Belgium is not considered the same as Benelux and US North East and US Midwest are not considered the same as US NE + Midwest - this rule does not apply to these teams. Please specify slots in the following format, without minisprites (can be in a spoiler at the end of your post if you'd like to do fancy formatting):

re: Germany and Africa
After the teams above were decided, both Germany and Africa received enough signups to form their own teams. Thus, they will form and new German players will no longer be eligible for Europe. Grandfathering rules still apply and German players from the Europe roster in UWC III may play on Europe if they wish. Suzuya will also be stepping down as France's co-manager as he will manage Africa instead, our new managers are thus:
The tour format will not change and the above teams will also be expected to submit rosters by the same deadline.
