Break - Using negative priority as a drawback for a Shadow is pretty interesting, but I think it's probably too big of a drawback for Shadow Break as is, considering its power and distribution. You could probably get way with making this 70 or 75 BP, so it feels more like a Focus Punch that kinda works in doubles.
Rave - Really interesting move that I didn't know how to feel about at first but looking at it as basically Volt Switch as a spread move makes it a lot clearer, adds something that's completely not seen in Gen 3, which gives you a good reason to use a Shadow Pokemon for it. I'd definitely have to be careful with the distribution though.
Sky - I see what you were going for but I'm not sure how I feel about this being active for 8 turns in a gen where weather rocks don't exist, seems like a bit much. Otherwise, it's pretty much how I'd envision a faithful adaptation of the move into a more balanced environment.

Mostly kept Yak Attack's list the same with just a couple changes. Removed Absol since I think it's too frail to make good use of the move and swapped Electabuzz for Magmar as I noticed that Yak's Shadow Rave sub gave the move to Magmar and thought that giving Electabuzz Rave and Magmar Break would be better fits. I kept it on other frail stuff like Banette and Cacturne, but at least in the latter case it has Sand Veil to dodge some hits to get the move off. Also added it to Swampert, since it feels fitting and it's nice for it to have a strong single-target Physical move. Was also thinking of removing it from Flareon, since I wasn't sure if I wanted to commit the whole Eevee line to having Shadow Break right now, but considering what Shadow moves we haven't done yet and the fact that Flareon is the only physical Eeveelution, Shadow Break is probably the best we'll get for it, so it seems fine to keep. I also added it to Entei for basically the same reasons why I kept it on Flareon.

Mostly kept my list the same, featuring strong Special Attackers that need a not-too-crazy Shadow option, as well as some Calm Mind users. Kinda like Shadow Rush, the distribution is a little low so that other stuff can get stronger moves. Also gave it to Plusle and Minun for the funny gimmick of Shadow Rave spam with them boosting their SpA stats thanks to Plus and Minus.

Also mostly the same as my original list, where I mainly gave it to fast mons that can safely set the weather up before taking damage, along with the Poliwag, Wingull, Torkoal, Vulpix, and Larvitar lines to reference their weather setting abilities (that the former two don't have yet, but still). I could be convinced to remove it from TTar though, since it's anti-synergistic with Sand Stream. Castform also gets it for flavor, with its signature Weather Ball being the only way for a non-Shadow Pokemon to use a Shadow move. I originally had the Legendary Birds in parentheses, as I wasn't too sure how I felt about giving it to Zapdos, an already great mon that also commonly runs Substitute, which sounds annoying combined with Shadow Sky, but I think it should be fine to test it out.

Slate 4 - Shadow End, Shadow Storm, Shadow Panic

This next slate features two of the strongest Shadow moves from XD in Shadow End and Shadow Storm, along with one of the weirder ones in Shadow Panic!

I've put some notes below to help you make submissions for Shadow moves:
- Remember that every Shadow Pokemon must run all of the Shadow moves they can learn and that every Pokemon will learn at least 2 Shadow moves. Thus, try to avoid making redundant Shadow moves, in case they are both given to the same mon, and think about whether it would be worth giving a Pokemon that already learns 2 Shadow moves an additional one.
- In Pokemon XD: Gale of Darkness, all non-signature physical Shadow moves are single-target attacks and all non-signature special Shadow moves are spread moves. Keeping this distinction is not a requirement, but is something to consider.
- Shadow moves are super effective against all non-Shadow Pokemon, but don't give the user a STAB boost. Keep this in mind when deciding how strong they should be.
- The Shadow Pokemon mechanic will be a powerful offensive tool, so keep that in mind when giving moves you make strong to already good Pokemon.

Going for something very out there but still faithful to the games (cause they're my favourite Pokemon games)

Shadow Pokemon Effects
  • Moves: All Shadow Pokemon learn at least TWO Shadow moves (and can learn a max of FOUR, all of which are default/Lv1 moves). All Shadow moves the Pokemon has available to it must be included in the moveset (so some mons have one legal moveset).
  • Type Chart: Attacking moves are always 2x super effective on non-Shadow Pokemon, and 0.5x effective on Shadow Pokemon, but Shadow is not a Pokemon's type and so there is never STAB. Moves can be physical or special, decided on a per-move basis.
  • Availability: Any mon that has a Shadow move in its moves is a Shadow Pokemon (keeping in mind how moves work). On its first switch in, there is a message identifying it as a Shadow Pokemon (akin to Terapagos' ability). There isn't a limit on the number of Shadow Pokemon on a team.
The moveset limitation seems interesting to build around and can let us create some very interesting move distribution. A Shadow mon is obviously powerful offensively, giving it near-perfect coverage in one move (which can offset it not getting STAB). Defensively, resisting Shadow is a huge benefit (since there's no STAB, the BP does all the heavy lifting). How moves adapt to this could be interesting as well - the more Shadow moves a Pokemon gets, the less slots for other moves it can run, which could make some unable to run Protect, Fake Out and other meta relevant moves, and so the moves it would get to run would need to be designed around that.

For attackers, making it a Shadow (instead of a regular mon) opens up perfect coverage in a single move slot (2x effectiveness vs everything will hit harder than a STAB attack). Depending on its ability to run boosting moves (if it has less than 4 Shadow moves), it could end up snowballing quick. Something like CB Tauros would also be a very scary Shadow mon since it's locked to one move anyways, and this move would have 2x effectiveness on everything.

On defense, the key value is resisting Shadow attacks from the above attackers. It's probably a requirement to have at least one just to be able to switch into Shadow attacks (since being a Shadow effectively quarters damage from Shadow attacks compared to regular mons). Something like Metagross or Arcanine, which have a lot of defensive value already, could benefit from this, especially if their Shadow movepool lets them still run options like Protect. While Shadow attackers don't really get to use their offensive typing, defenders do, and so defensive answers with good typings can get a lot of value from also resisting Shadow attacks.

After Slate 1 - Adding Shadow Moves (5 Days per slate)
After we decide how our Shadow Pokemon mechanic works, we'll then adjust every Shadow move from XD: Gale of Darkness to fit a PvP setting and make them fit better into whatever our Shadow mechanics are. 3 Shadow moves will be slated each slate for you to sub changes to, for a total of 6 slates for all 18 original Shadow moves, plus any additional slates if deemed necessary. Submissions should follow the template in the spoiler tag below and be balanced for the Orre Colosseum metagame (taking our Shadow Pokemon mechanics into account), as the council reserves the right to veto any submissions deemed broken, uncompetitive, or uncodeable. Shadow moves should generally follow the same idea of their original versions, but they don't need to. You can only make 1 submission per move slated.

Golem, Steelix, and Relicanth are notable here thanks to having Rock Head, so the only drawback they have to deal with is that accuracy (though using Relicanth as a Swift Swim breaker is probably more viable).

Golduck, Exeggutor, Cacturne (for Sand) and Mantine are also of note.

And a little sub review!

I've always liked the Burn Up/Double Shock effect, so I think this idea is super neat, especially since you keep the best part of being a Shadow as you still get to click the move later but lose the second best part and can get owned by other Shadows now. I will say though that, even with the drawback, this is probably too strong to be a single target move, so I'd say to either make it a spread move or lower the power/accuracy a bit. Also, did you mean to make this a contact move?

I thought Shadow Storm was crazy when I first looked at it but actually it's just the same power as a STAB Earthquake, so that's fine with the right distribution actually.
Shadow Panic is neat, since Slate 1 ended I've been thinking about what a Shadow version of Protect could look like since I imagine a lot of Shadow mons might have to drop Protect to fit the moves they want, so a select few mons having access to a Shadow Protect could be a big boon for them.
Also, not a huge concern since distribution is ultimately up to the council anyway and both moves' listed distribution just happen to be pretty good as is, but did you mean to give these the same distribution as my versions of them?

I like it, makes good use of a major but not unprecedented drawback. Could maybe be a little too strong, since it basically has the power of a STAB Gen 3 Overheat, which is a bit of a leap above Superpower, but I get it being stronger since Superpower's drawback is especially bad in doubles and if you were to lower it I wouldn't go lower than 95.

Had to be pretty careful with distribution here, since this move is so strong while also having 100% accuracy, so it's mostly limited to slow things or midspeed things whose Attack stats aren't that high, particularly giving it to things that get Superpower in later gens. G-Luke included all the mons that originally got it in their suggestion distribution, but most of them felt a little too strong for it while I didn't feel like Exeggutor fit (because I gave it Shadow Storm instead), so I only kept Rhydon (who I was debating on since it already has Shadow Break but it should be fine) and Manectric, with the latter having it as a weird mixed option, which I think is neat. The fastest pure physical attacker I let have this was Spearow, who's basically a bootleg Staraptor now (but like how Staraptor plays in singles and not doubles lol), being a tactical nuke and not much else. The highest Attack mon with this move is Absol, currently giving it the record for having the strongest Shadow-type attack in the game, which should make it quite usable along with getting Shadow Blitz earlier. Other highlight mons with it are Zangoose, who has good stats but has always been a worse Tauros (and also worse than other worse Tauroses like Kangaskhan and Slaking) so this gives it something, and weather abusers in Relicanth and Victreebel.

Basically kept my suggested distribution the same, mostly giving it to the Special Attackers that are a tier below the ones that got Shadow Rave and Wave. Most notable mons here are probably Shiftry, Goldusk, and Exeggutor as weather abusers, and Gardevoir for having the strongest one in Standard, and Mewtwo, as a big buff for it in GS Cup.

Probably the most important distribution I've had to do so far, since being able to fit Protect on a Shadow Pokemon should be a luxury. Mostly gave it to two groups of mons, being super frail things and bulky mons outclassed by other bulky options. The latter is fairly obvious, since now being able to fit Protect on support sets gives them a reason to be used as your answer to Shadows over something more standard, while the former is to allow your extremely frail Shadow mons stay alive longer, since even resisted Shadow moves might chunk them. The highlights here are Togetic as a Follow Me user that can redirect single target Shadow moves to itself, Steelix having something over Metagross aside from just an Electric immunity now (its STAB EQ isn't even stronger than Metagross', it's so sad), Wailord since it can heal itself to make Water Spout stronger, and Wobbuffet, since it having Protect now takes Perish Trap from kinda a meme to kinda real if you're skilled enough with it (or play against me, I am so bad at playing against perish in Gen 9...).

Slate 5 - Shadow Mist, Shadow Down, Shadow Hold

This next slate (as well as the next one) features entirely moves that were Status moves in XD, being Shadow Mist, Shadow Down, and Shadow Hold!

I've put some notes below to help you make submissions for Shadow moves:
- Remember that every Shadow Pokemon must run all of the Shadow moves they can learn and that every Pokemon will learn at least 2 Shadow moves. Thus, try to avoid making redundant Shadow moves, in case they are both given to the same mon, and think about whether it would be worth giving a Pokemon that already learns 2 Shadow moves an additional one.
- In Pokemon XD: Gale of Darkness, all non-signature physical Shadow moves are single-target attacks and all non-signature special Shadow moves are spread moves. Keeping this distinction is not a requirement, but is something to consider.
- Shadow moves are super effective against all non-Shadow Pokemon, but don't give the user a STAB boost. Keep this in mind when deciding how strong they should be.
- The Shadow Pokemon mechanic will be a powerful offensive tool, so keep that in mind when giving moves you make strong to already good Pokemon.

Going for something very out there but still faithful to the games (cause they're my favourite Pokemon games)

Shadow Pokemon Effects
  • Moves: All Shadow Pokemon learn at least TWO Shadow moves (and can learn a max of FOUR, all of which are default/Lv1 moves). All Shadow moves the Pokemon has available to it must be included in the moveset (so some mons have one legal moveset).
  • Type Chart: Attacking moves are always 2x super effective on non-Shadow Pokemon, and 0.5x effective on Shadow Pokemon, but Shadow is not a Pokemon's type and so there is never STAB. Moves can be physical or special, decided on a per-move basis.
  • Availability: Any mon that has a Shadow move in its moves is a Shadow Pokemon (keeping in mind how moves work). On its first switch in, there is a message identifying it as a Shadow Pokemon (akin to Terapagos' ability). There isn't a limit on the number of Shadow Pokemon on a team.
The moveset limitation seems interesting to build around and can let us create some very interesting move distribution. A Shadow mon is obviously powerful offensively, giving it near-perfect coverage in one move (which can offset it not getting STAB). Defensively, resisting Shadow is a huge benefit (since there's no STAB, the BP does all the heavy lifting). How moves adapt to this could be interesting as well - the more Shadow moves a Pokemon gets, the less slots for other moves it can run, which could make some unable to run Protect, Fake Out and other meta relevant moves, and so the moves it would get to run would need to be designed around that.

For attackers, making it a Shadow (instead of a regular mon) opens up perfect coverage in a single move slot (2x effectiveness vs everything will hit harder than a STAB attack). Depending on its ability to run boosting moves (if it has less than 4 Shadow moves), it could end up snowballing quick. Something like CB Tauros would also be a very scary Shadow mon since it's locked to one move anyways, and this move would have 2x effectiveness on everything.

On defense, the key value is resisting Shadow attacks from the above attackers. It's probably a requirement to have at least one just to be able to switch into Shadow attacks (since being a Shadow effectively quarters damage from Shadow attacks compared to regular mons). Something like Metagross or Arcanine, which have a lot of defensive value already, could benefit from this, especially if their Shadow movepool lets them still run options like Protect. While Shadow attackers don't really get to use their offensive typing, defenders do, and so defensive answers with good typings can get a lot of value from also resisting Shadow attacks.

After we decide how our Shadow Pokemon mechanic works, we'll then adjust every Shadow move from XD: Gale of Darkness to fit a PvP setting and make them fit better into whatever our Shadow mechanics are. 3 Shadow moves will be slated each slate for you to sub changes to, for a total of 6 slates for all 18 original Shadow moves, plus any additional slates if deemed necessary. Submissions should follow the template in the spoiler tag below and be balanced for the Orre Colosseum metagame (taking our Shadow Pokemon mechanics into account), as the council reserves the right to veto any submissions deemed broken, uncompetitive, or uncodeable. Shadow moves should generally follow the same idea of their original versions, but they don't need to. You can only make 1 submission per move slated.

Justification: Originally, it was Air Cutter with Haze-like effects in Shadow Sky, but following comments on it being maybe slightly weak it's been amped up to the modern Frost Breath BP that always clears your positive boosts and a sorta-pseudo Expanding Force in Shadow Sky instead. Distribution's based on if they have sharp wings, a haze like body, or Spheal.

Effect: Prevents the target from fleeing or switching out and has 25% recoil if it successfully damages the target. At the end of each turn, either the target's Defense or Special Defense is lowered by one stage, depending on which stat is higher. (Same calculations as Download) If the user switches out, the target will be freed and the effect will end.
