What is the bug?
This is likely totally irrelevant to any battle you'll see and may be a result of Bulbapedia having incorrect info.
According to Bulbapedia, a mechanic of Counter is
"If the Pokémon using Counter is hit by a physical attack that deals 0 damage (for example, False Swipe when the user of Counter already has 1 HP), Counter becomes a physical move with 1 base power."
If I'm understanding this right, Counter should function as an actual attack that isn't tied to damage received when under these circumstances so I tried to replicate it in Showdown out of curiosity. However, countering a false swipe while at 1 hp only dealt 1 damage, even when setting up everything so that a 1 BP attack will do a decent amount of damage.
No one is running false swipe so this isn't really a priority fix but it'd be a fun little thing to show off. Of course, Bulbapedia could be providing false info- I couldn't find discussion of this mechanic anywhere else and haven't tried to recreated it in-game.

Here is a replay showing that it doesn't work. I set +6 attack on the counter user and -6 defense on the receiver to ensure that even at 1 base power, it would still do decent damage.
