Having to policy vote lurkers who lurk as either alignment is a bad bet, you're willing to do it early when the odds of finding scum are relatively close to rand but the way games are designed you need to be voting with odds above rand to win. This can still end up being the case later if you have a large number of confirmed town but it never feels good to do it. You didn't figure anything out, you just got lucky this time. People who lurk as town so they can have better scumgames and then get indignant when you try to vote them for lurking because "they do it as town" are the absolute worst.
I don't join NOCs when I see a bunch of known afkers sign up. I take myself out of the equation rather than let myself become frustrated. But I will happily defend perceived "bad" but active players. If you're talking, contributing, and paying attention and absorbing info, I'm happy with you and your participation in the game. The beauty of mafia is that your experience and perspective is uniquely yours. Everyone's is necessary to solve the game. People, especially those with big egos, are quick to be aggressive with people they think are stupid or wrong cause "no town could think like this", but that is shortsighted imo and causes the lurking problem because inexperienced people become afraid to speak up out of fear of being wrong.
